In short, a CAPT (O-6) will be doing the job of a LTJG (O-2). This says, "We can't do anything about the fact that she is an active duty officer but we can put her someplace where she can't do any harm and will be out of public view."
As a retired NFO I feel mostly embarrassment that she is one, too.

Nowak, however, will not deal hands-on with trainees, Robertson said. "(Nowak) will have more of a course developer role, rather than be a direct instructor," Robertson said.
I think this means that she'll be given a windowless office in a back corner of a warehouse somewhere and that her "help" will be ignored by the officers running the program. Evidently possession of a mallet, etc., wasn't certain grounds for a court martial, and maybe they decided not to court martial her for adultery for some reason. Not much solid evidence, but a LOT of negative PR.
