This is why, ultimately, only a biometric national ID system, backed up by records at the state and local level, will suffice. If there's no way to tell who's a citizen and who's not (which can only be ascertained by a positive ID of an individual person), then citizenship carries no rights or benefits, and we might as well abolish the whole concept and announce that any human who is physically present on US soil is entitled to stay and exercise all rights that were previously reserved for citizens, including voting (which plenty of non-citizens already do). Then they vote themselves a "right" to our money, for schools, medical care, housing, you name it.
