Somebody else invests (supposedly) in a project that reduces emissions. They can take credit for what someone else has done by paying them.

No wonder it appeals to liberals.

I believe a few years ago, such a scheme was proposed by Republicans. A public utility could continue to run an older plant if it constructed a newer plant that not only met requirements, but exceeded it by the amount the old plant "poluted".

And the liberals went apeshit.

You already got 'em! Every insensitive comment (e.g. Obama's big ears, Hillary's "cankles," etc) you "sequester" here within the FreeRepublic domain give you the right to make one equivalent comment in the "real world". At least that's the way I've been doing it.
