LONDON (AP) -- The threat of homegrown terrorists attacking Britain is greater now than any time since the Sept. 11 attacks, a British Sunday newspaper reported, citing a leaked intelligence document.
More than 2,000 British-based Islamic terrorists are believed to be plotting attacks, according to a government threat assessment prepared this month that The Sunday Telegraph said it had seen.
"The scale of al-Qaida's ambitions toward attacking the U.K. and the number of U.K. extremists prepared to participate in attacks are even greater than we previously judged," the newspaper quoted the document as saying.
It said the document was being circulated between the Home Office, defense ministry, MI5 intelligence agency and Scotland Yard's Anti- Terrorist Branch.
The Home Office declined to comment on the report, but said in a statement that security arrangements are under constant review.
"As (MI5 Director-General) Eliza Manningham-Buller has stated publicly, the threat of terrorism in the U.K. is very real and includes the intent to kill people and damage our economy," the statement said.
Manningham-Buller said in November that 1,600 people were suspected of involvement in terrorist plots against British targets.
Four suicide bombers killed 52 commuters in July 2005 transit attacks in London and security officials say they have foiled at least six other plots. Officials expect the number of plots to increase this year, newspaper said.

At least Britain will have its demise captured on surveillance video for posterity.
Yet Britain is so wanting the USA to avoid war with Iran and to avoid any friendship with Israel, that even her most conservative, wide-circulation publications are trying to propagandize in favor of Iran.
It will get a lot worse, if we don't all get with it and put aside old vanities and cravings for "empire."
The civilized West is gradually learning that it sort of sucks to give savages who want to hang you the rope to do it with...
I'm with you. It may come down to rounding up all those with the 'appearance' for terrorism.
But some people will be PC even up to the point of the blade slicing the first layer of skin.
Just a friendly suggestion to the British,round up the Mooooooslim pieces of dung in your country and throw em in the English Channel !!!
Maybe Britian should ask why so many terrorists are based in their country.
No. They'll just swim back to France. The North Sea in Winter is a better choice.
BTW, with our open borders, I'm sure we have a lot streaming into the USA. The sad part is, by not enforcing the law, we condone terrorist attacks here on our soil.
Oh well. After the next 9-11 people will again resume the mantra: "We Will Never Forget" for less time than the news coverage of Anna Nicole, and go back to business as usual.
All they need to do is blow up the petrol stations they manage.
Is it time to detain the lot of them yet?
When they do they will be smeared as xenophobic nazis like the BNP.
