How very politically incorrect to mention this. All deniers shall be put on trial by the EU!
You aren't up on things. You see, hot weather, cold weather, moderate weather, hurricanes, tornadoes, droughts and even tsunami-causing earthquakes are ALL proof of global warming. And if they happen on another planet well that's even more proof. Don't try to argue or you will be fired from your job.
remember, the "gore effect" is some kind of modern slang or in some kind of wierd dictionary. it means "gore is coming to talk GW and it gets unseasonably cold", lolol...
Does international law allow such cancellations?

Not so fast, Sparky. Much more compliated than that. Rove had to reverse polarity on it so that the hurricane generator pulled cold air out of the upper atmosphere.
Remember Al Gore giving his speech on Global Warming on the coldest day in New York a few years ago? Bwahahahahahahahahahahaha!
