No, it's worse than that; he's a guy who really DOES have what it takes to maintain his adult dignity and decency, but doesn't care to bring that maturity to bear against these childish outbursts of his. He CAN be mature and decent, but doesn't choose to engage the necessary effort.
Having the ability to act and speak decently but not using it is a mental state far more contemptible than the mental state of those not having the ability at all.
