(consideration: CR S897-898; text: CR S898) To preserve and protect Social Security benefits of American workers, including those making minimum wage, and to help ensure greater Congressional oversight of the Social Security system by requiring that both Houses of Congress approve a totalization agreement before the agreement, giving foreign workers Social Security benefits, can go into effect.
Under the current totalization agreement, only the President needs to sign it for it to go into effect. Congressional approval is not required.

Yes- it is enforcable....as long as Congress does not initiate a FIGHT against it- and get the votes to stop it- it will happen....
