Well, technically it's apples and oranges. The Raptor is an air superiority bird, while the MiG-35 is designed for multirole. Ultimately, tho, it's about the long range C&C using AWACS anyway. You can have the best performing bird in the world and if it can't see further than it's own radar it's toast.

The aircraft, based on MiG-29M fighter jets, is a significant improvement in manoeuvrability, flight range and weapons system. I bet the F-15 or F-18 upgraded with thrust vectoring engines and other improvements developed for the F-22 would be better than the Mig-35. The Mig-35 still doesn't have the stealth and supercruise features built into the F-22.
