It is only a theory. But whoever the eventual GOP nominee is, it will take a split of the liberals to win the Presidency. I wouldn't be surprised if Giuliani is the straw man as part of a deal to guarantee a Republican victory, even if not for himself. In order for the GOP to win in 2008, they need a reversal of the 1992 and 1996 elections, a split of the Democrat vote.

Good point. So you're saying that the Republican base must be prepared to compromise some of their cherished positions to keep the White House. That's an interesting scenario. What is most important to Republicans, to maintain the reins of government and get some of our programs passed, or to lose the election and get none of our programs passed?

I agree completely, but it is not going to happen. For a reason I can't state on account of the 11th commandment.
