It will become "broke" if Congress doesn't leave it alone. Just as happened in Rome when the Senate tried to tell the Legions how to prosecute a war. It could be that some in Congress learned this lesson far too well.
Did they happen to ask the General if he openly supported homosexuals in the military??? Surely one of the Marxist dimocrats brought up the topic, surely.
Sounds like the mix may be a little off on the time-table from what he wants in units and high $$$ stuff from what he asked for/anticipated. There can be all sorts of very honest and valid reasons for this.

Like you say, maybe this quote is a reference to some concerns about equipment or the budget. That seems to be a reasonable guess, although the quote itself is very unclear. I suspect the author of this piece got confused and wrote something that doesn't make sense.
