This kind of reminds of me of the Constitutional Convention where the slave states wanted to count their slaves as "residents" in order to increase their congressional representation.
Never mind that the slaves had no representation themselves, they just wanted to add them into the head count to get more seats in congress.
And I see the party of the moral descendants of slaveholders is still up to their old tricks...

I never did understand the justification for non-citizens counting towards the number or distribution of seats in the House. Past census reports recorded citizenship - were they ever cross-referenced with the annual alien registration forms that had to be completed in January?

Real smart. This way today's illegals will be identified in a record to be opened in 70 years and used to identify future citizens whose genealogy shows fraudulent entry.
It's entirely possible that a future resource-short America, hard pressed to feed half its numbers, will simply deport all such people.
So, no Illegal Aliens, don't let Massachusetts get your name! Run, hide, stay in the shadows.

In 1990, the City of Chicago held a contest to boost their census numbers.
Here's how it worked: You had to put a 'free' pro-census poster on your front window. The city would then send someone into 50 different parts of town and randomly pick out 50 winners.
The prize: $1000 and a group picture of all the winners
with Da Mayor in the middle.
My wife put the poster up. I took it down cause it really looked ridiculous. And then she got mad at me and put it back up again.
Two weeks later we were notified that we had won.
I doubt that this helped the census in any way. But we didn't mind receiving th $1000 dollars.
