This is common mishap with inexperienced hangmen. Rope length is very important to calculate based upon the weight of the scumbag you are hanging.

Yep...I saw that post-mortem pic of dead Saddam and there was a nasty gash around his neck where his head almost popped off. , where the rope was too lonf for his body weight. You'd think that their American advisors would go back and find some of the trade standards from Old West hangmen, who were quite professional in their craft and had everything down to a science.
