I am not sure about Guam and the CNMI, but your statement is not necessary correct for Puerto Rico and the USVI. Puerto Rico has an advanced and diversified economy and the USVI's mostly tourism related economy pays well above federal minimums already. Having said that, I am opposed to federally mandated wage floors.

My tiny little fish store here in Virginia can't afford the new minumum wage either. BUT, my fresh tuna is only $9 a pound!
