Maybe how they didn't take terrorism seriously and were more concerned about being PC because of lawsuits

Or maybe it's something like Chinagate and they didn't want to target certain donors of Clinton?

Oh heck .. with the Clinton's .. it could be anything

the after action report for the millenium bombing shows the extent to which AQ operations were established inside the US - well before 9/11. the margin notes likely showed who wanted to do something about it, and who didn't.

yes, someone did know the extent of AQ operations inside the US before 9-11, and could have done something about it. Clinton and his national security team. and this is why they were willing to go to any lengths to destroy them.

We might not know exactly what was so damning, but I think we could come very close. There has been a pattern the rats have been in since clinton's election. First clinton was impeached by the US House, then Bush was accused of lying.

Another example more recently was Reid claiming the Republicans were a "culture of corruption", since we have found many rats were in the same culture and more.

Anyone who wants to add more examples, feel free. We may get better insight into why Berger stole those documents if we collectively think about it a little more.
