the after action report for the millenium bombing shows the extent to which AQ operations were established inside the US - well before 9/11. the margin notes likely showed who wanted to do something about it, and who didn't.
yes, someone did know the extent of AQ operations inside the US before 9-11, and could have done something about it. Clinton and his national security team. and this is why they were willing to go to any lengths to destroy them.

I'm sure you're right, oceanview. Sandy Burger risked everything, including what should have been a serious jail sentence, to steal documents from the National Archives to protect himself and to protect Clinton.
It was a calculated risk and it paid off given Berger's unconscionably light sentence.
