I figure that, especially in public areas, it's BETTER for the seat to stay up as it tends to have a better chance of not being soaked with urine when the female comes along with her delicate derriere.
I understand womens's can's are even filthier than men's are.
Right you are about that.... I have always figured that the real reason that women make a fuss about this and always say they want the lid down is because they are hiding something - namely the splashed up urine on the underside of the toilet seat that they failed to clean off after they did THEIR business.
Quite likely, because it seems a lot women have a phobia about sitting down on a strange toilet seat, so they squat to pee then spray the seat! Drives me NUTS! Can't they just use the seat covers provided or make their own from some toilet paper!?
I'm seriesly thinking of making up stickers to take with me everywhere, and stick them on stall doors with the message "If you sprinkle when you tinkle, please be neat and wipe the seat!"
I trust by "cans" you're speaking of rest rooms, and not posteriors. If you are speaking of posteriors I must question your taste in women.
Incidentally, you are correct. Women are bigger slobs in public restrooms than men, however men tend to do more damage to fixtures. I worked in a few pubs and bars in my time.
