Where did Anne get the idea that the FBI or any other law enforcement agency helped radicalize the Black activist groups? These groups were lead by people who didn't need any help from outside forces, and the implication is that this was all a law enforcement problem, something that wouldn't have reared it's ugly head without them.

The CIA was heavy into "nation building" on both a national scale and an international scale through-out the '50s and '60s. Whether by teaching democracy and helping the peasants to grow stronger in a third-world dictatorship (Chile, Panama, etc...) or help southern blacks gain a foothold against the Klan. Seems to reason, if they (a federal government) want to squash a movement or revolt without starting a war or, in the case of southern blacks vs. the KKK, being seen as raising arms against their own "citizens", you defeat them from within, so to speak.
