The money is added to the budget and allocated to a particular state. Once the money is allocated to the state, the state directs it to the pet project. The money for Sen. Stevens bridge was allocated to Alaska. It WILL be spent on the bridge. Watch this sleight of hand. This is what is going on.
This is just a ploy to make voters think that the Democrats are going to reform the pork, but then they'll claim that they couldn't get enough support to really reform it.
