"Thousands of British troops could be back from Iraq by the end of next year, Des Browne, the Defence Secretary, said today. "

"Des Browne promised handover but not withdrawal Mr Browne refused to be drawn on the exact numbers, but he made clear that if the planned return of Basra to full Iraqi control goes ahead next spring it would be followed by a significant "draw down" of British forces."

Correct but that does not mean the British are pulling out totally.

Also if things do not go as planned I fully expect some will return

In the same speech he also said

"We need to be clear that handover does not mean withdrawal."

Sounds amazingly like the same plan we've had all along...
