It's a variant off another old idea. A length of fishing line (florescent works best) tied to a weight. The catch is the sound the weight makes as it hits the floor. This alerts those inside. The silly string does not make as much noise and looks too...silly.. to be a threat.

Though think about the look on the terrorists' faces when they walk into an entry hall with silly string on the floor... just in time to get taken out by several 5.56mm rounds.

I just read about a silly putty substance being used for lining floppy hats used by skiers who are reluctant to wear helmets. The stuff stiffens up when struck quickly protecting the wearer from skull injuries.
