Yes, as your chart shows as a matter of the integer being the correct sign in this case, the CPI exaggerated inflation, and was changed, although your chart is clearly errant, since the changes changed the index going forward by about 50 basis points, that 300 or more.

FYI, Gigi, a basis point is 1/100th of 1 percent. One hundred basis points is 1%, and ten thousand basis points is 100%.
