WASHINGTON (CNN) -- This is probably not what President Bush had in mind when he stressed bipartisanship after the Democratic Party's midterm elections sweep.
A key Senate Republican has joined Democrats in opposing one of Bush's initiatives for the lame-duck Congress: John Bolton's nomination as U.S. ambassador to the United Nations.
With leaders from both parties promising a new bipartisan Washington, Bush began efforts to get two of his most controversial decisions approved before the Democrats take over.
. . . .
But Republican Sen. Lincoln Chafee, who was defeated in this week's election, said he would block Bolton's nomination.
Chafee, a member of the Foreign Relations Committee, told reporters that he did not believe Bolton's nomination would move forward without his support.
"The American people have spoken out against the president's agenda on a number of fronts, and presumably one of those is on foreign policy," the Rhode Island moderate told The Associated Press.
"And at this late stage in my term, I'm not going to endorse something the American people have spoke out against."
The committee, dominated 10-8 by Republicans, requires a majority vote to send the nomination to the Senate floor. A tie would be the same as a no vote.
. . .
Bolton's appointment will expire in January unless the Senate confirms him, and the probable next chairman of the Foreign Relations Committee says approval is unlikely.
"I see no point in considering Mr. Bolton's nomination again in the Foreign Relations Committee because, regardless of what happens there, he is unlikely to be considered by the full Senate," said Democratic Sen. Joe Biden, who is set to become the committee's chairman and control the agenda in January.

No -- 40% total turnout means about half were dems and half were republican. That means about 20% each turned out.
"Chaffee, the "Rhode Island moderate" (don't you just love it) also said he was going to switch parties and become a Rat. He said he only remained a Republican to bring home goodies for his state."
Spoken like a dyed in the wool RAT if you ask me.
Then again, I never saw evidence that would indicate that he was a Republican.
I give up. I have said a thousand times, HALF of 40% is 20. Each party turned out half, which makes up that total.
20 x 2 = 40.
I am disturbed that only 20% of our whole party turned out.
Jackv,
You are so positive of your math that you feel comfortable being rude to Freepers who are trying to help you see the facts. Did you have a public school education, or are you just math illiterate.
No matter how many people vote the number of votes is 100% of that particular race.
If 49% vote for a Republican and 50% vote for a Democrat and 1% vote for "other" ---100% is the total.
Now if the total number of voters who cast a ballot for that race is 40% of the total number of registered voters, it does not mean that 80% of Republican voters stayed home, it means that 60% of Republican voters stayed home.
You are trying to have us believe that Democrats won races by 80% to 20% margins, because you are confusing two sets of numbers =
1) total registration
2) ballots cast
Think of it this way - if 80% of Republicans stayed home, then 80% of Democrats turned out to vote - according to your logic. Yon have to see that that is not possible, when races are being decided by very narrow margins.
He'll write a book about his experiences in politics will mostly be a "bash GOP" book in order to make himself the darling of the liberal media who will in turn endlessly parade him before us, helping him sell his book.
What the ?????????
Talk about rude!!! I know what I know. I have heard a million times...."total voter turnout was 40 percent".
Half republican and half dems.
40 percent total turnout is 20 percent EACH.
This is getting beyond ridiculous.
Dimwit???
Nowhere does it say 40% of each party.
40 % TOTAL (79 million)
You are hopeless.
apparently
If 40% of all registered voters is 79 million people, that means we can assume 200 million is 100% of the eligible voting public.
Half of those, we will assume, are Republicans equaling 100 million. Another 100 million are Democrats. Together they make 200 million people.
40% of the 100 million Republicans would equal 40 million people. 40% of the 100 million Democrats would equal 40 million Democrats.
So, 40% of the Republicans voted (40 million) added to 40% of Democrats having voted (40 million) equaling 80 million (about 79 million).
80 million is 40% of all eligible voters. It is also the amount of 40% of all Republicans added to 40% of all Democrats to make that total.
Chafee has already (since his defeat) said that he will probably switch parties. Apparently he's unable to do anything besides work in government, the little snot weasel.
Bush and the GOP stuck by this slime-ball who basically never voted with us on anything and openly despises anything and anyone that is *remotely* conservative.
On the other hand, they abandoned Conrad Burns, who was as loyal as they get -- voting with the party and for conservative positions on everything and *never* distancing himself from the President or his policies. Even though I'm sure he didn't always completely agree with them.
Only when the GOP started to panic and realize that it was possible that they might very well lose the Senate did they suddenly kick into gear and start helping out in Montana -- but it was too little, too late.
I feel terrible about losing the Senate, and feel bad personally for Conrad, since he is a fine man -- an old-fashioned Reagan conservative who isn't putting on an act when he speaks from the heart about the conservative principles he believes in, the kind of Reagan conservative that is dying out.
But I don't feel bad about losing Chafee. He would have turned on us in SCOTUS and other judicial confirmation votes, and might very well have pulled a Jeffords if by moving to the Dems he could get something out of it.
The GOP needs to make sure that they elect GOP Senators in every red state, since not only is it possible to elect Republicans, but it is possible to elect *conservative* Republicans. This business of writing off Senate seats in red states has to stop. We should force the Dems to spend huge amounts of money to get their people elected, just as they had to do with Tester.
As we did with Daschle, we can get rid of those red-state Dem senators one at a time.
At this point i don't even know what we're arguing about.
I simply have heard the TOTAL voter turn out was 40%...not each but total.
Dividing that by the 2 parties, means that each half is about 20%. x 2=40.
Last try, I promise.
If a school has 200 pupils and half are boys and half are girls, then 50% of the student body are boys and 50% are girls. 50% means one-half or 1 divided by 2.
If 40% of the student body participate in an activity [call the activity 'voting'] and the numbers of boys and girls in that activity are virtually identical, then 40% of the boys participated, in this case that would be 40 boys; and 40% of the girls, another 40 children, participated. This does not add up to 80% participation, because the math operation of averaging has to take place
40% + 40% divided by 2 = 40% of the total 200 kids = 80 kids.
40 boys and 40 girls participated.
Please do the math with your calculator that I show in my prior post.
40 million Republicans is 20% of the total number of voters, but 40% of all Republicans.
You are confusing the numbers. It's understandable, but we're trying to help you. I have a strong math background and I assure you, my math is correct. I am simply trying to help you so you don't have further problems.
ok, I concede. Let me just put it this way then.
Turn out sucked and we could have, should have won.
Told ya. Hopeless. Any third-grader could easily have understood the math in your post to jackv. I'll say this for him, though: He sticks to his guns, even when proven wrong multiple times, and I bet he is tons of fun around a dead horse.
