If 40% of all registered voters is 79 million people, that means we can assume 200 million is 100% of the eligible voting public.

Half of those, we will assume, are Republicans equaling 100 million. Another 100 million are Democrats. Together they make 200 million people.

40% of the 100 million Republicans would equal 40 million people. 40% of the 100 million Democrats would equal 40 million Democrats.

So, 40% of the Republicans voted (40 million) added to 40% of Democrats having voted (40 million) equaling 80 million (about 79 million).

80 million is 40% of all eligible voters. It is also the amount of 40% of all Republicans added to 40% of all Democrats to make that total.
