RICHMOND, Va. Republican Sen. George Allen refused to concede defeat Wednesday, even as Democrat Jim Webb declared victory and began assembling a transition team.
With Republican Sen. Conrad Burns' loss in Montana, the Democrats would gain control of the Senate if Webb's lead holds. The margin between the two Virginia candidates was about 7,000 votes.
"The votes are in and we won," Webb declared. With 99 percent of precincts reporting, Webb had 1,169,285 votes, or 49.6 percent, to Allen's 1,162,577, or 49.3 percent. Allen's campaign, however, said the Senator would wait for a full review of the Virginia vote.
"The conclusion of the canvass will be the final official results," said Ed Gillespie, the former Republican National Committee chairman and adviser to Allen.
Representatives from both campaigns and party officials were at polling places across Virginia as the canvass was under way. The state has until Nov. 14 to complete it, Gillespie said.

The problem of course is that, in RAT districts, those in cemetaries vote 100% Democrat. How else do we account for the 90-10 Webb districts, which well exceeds the % of even the Black vote?

Chuck Cheese should sit down, comb his hair with a piece of buttered toast, like he always does, and relax. Let it play out for a while and see what happens. Allen is way to classy to pull an Algore. When Allen feels he can not win, I'm sure he will gracefully concede.

I also remember that. This same sort phenomenon also occurs quite often in elections in the state of Maryland. The Dems have been doing it for decades and have it down to a science. It's usually the black sections of a city that wait to turn in their results last so they can manufacture enough votes to put the Dem candidate over the top. The white (and black) Republican election judges won't go into these precincts for fear of their safety. The Dems have a field day.
Well geez, why don't we get some bodyguards for the Republican election judges? I know the Dems will spin that as "intimidation", but we have to do something to stop these election coup d'etats.
Webb is a USNA grad, Marine officer, and Navy Cross winner, the second highest combat award. He is an authentic war hero, which I am sure helped siphon off some votes from Allen. Webb's son is a Marine serving in Iraq.
It boggles my mind how Republicans allow this to happen. The poll workers in these 90-10 Dem districts in cities across the USA are very corrupt and would do anything to see a Dem win over a Republican. The Republican Party seems to tolerate this abuse and actually the Democrats have successfully "tagged" Republicans as the "cheaters" in the public mind. Country club Republicans are just not street smart enough to stop these shenanigans from happening.

Allen should pick up the phone and tell Rove to go to hell tonight - that he is going to contest this. Allen's political career is finished anyway, he has nothing to lose.
It's been said for decades that certain urban precincts all over the country are Demagogue "reserves" that wait for most other counts to be recorded, until they know just what is needed in their vote counts to put the Demagogues over the top.
That's a perfect description of Detroit. The courts have even ordered Detroit to turn in their tally before and they simply refuse till they know how many votes they need.
