The only way to read it is that one is expecting the joke teller to say (the troops) are stuck in Iraq, but instead the joke teller says you (Bush) got us stuck in Iraq. (Ha Ha)
So it implies exactly the same thing that he clearly said except that the emphasis is on the Commander in Chief being the dumb one
