I agree. Bullets are very cheap--and relatively few will accomplish what billions of Francs and confidential Government reports cannot. Blunt force may not be "civilized", but it will be effective.

They are consolidating power in their enclaves.
Car burnings are a message to non-Muslims that they should leave Muslim-claimed areas.
