After reading this article I think the following are possible explanations
Option A - Kerry mangeled a joke about President Bush but is too big a putz to admit a mistake.
Option B - Kerry has had his people concoct a speech "text" that provides cover for his explanation that he really meant to joke at President Bush's expense.

This was no botched joke. That's about as genuine as Teddy-boy's heroic rescue attempt of the young woman he drove into a creek and left to die.
Kerry is and has been a pathological liar, always attempting to puff up his false bravado. What the hell, he buffalo'd nearly half the population of this country in 2004. Just pathetic.
A typical Kerry non-apology Apology; Not his exact words, but his exact meaning:
"I'm sorry you people are too dumb to understand what I meant to say.
I'm a great war hero and I'd never say anything bad about people in uniform.

" There can be no doubt that this was the real text. A handwriting expert certified that "This is the speech I was supposed to give" was written on it in Kerry's own hand writing!
