Perhaps this is a mis-interpretation on my part, but I always thought of the song as a counter-countercultural anthem. As if The Who was saying, "we were led by one group, then another took over, but nothing really changed."

My old boss hired Roger Daltrey's Personal Assistant when she wanted to change industries from music to finance. She was as clear eyed and bright as woman as you would ever meet and she had nothing but good things to say about both of them.

According to her, they were both terribly down to earth and genuine people without a pretentious bone in their bodies.
