Nara mayor didn't act on staff's absenteeism The Yomiuri Shimbun
Nara Mayor Akira Fujiwara was aware that an employee of the municipal government's sanitation section had worked only eight days over the past five years but failed to take proper action in the case, The Yomiuri Shimbun has learned.
According to sources, the mayor learned about the absenteeism case in April but left the matter unresolved without speaking to the employee, who resigned on Oct. 11, or taking other measures.
The mayor reportedly said he heard details about the case from another employee and thought it was inexcusable, adding he would have been able to do more if he had learned about it earlier.
However, he did not order city officials to investigate and instead ordered a review of the current holiday system that had allowed city employees to abuse the schedule.

The employee is said to be a member of a pressure group which works for Burakumin rights movement in name.

BTW, everyone, this is not unthinkable in Japanese society, but it is frowned upon. My wife, while working for Panasonic, knew of one employee that showed up a few days a year in a PRIVATE COMPANY. He attributed his lack of persistance in the company to his mental health and remained SALARIED STAFF. Apparently he had the mental health to successfully father four children (a record in Japan).
Frankly, it is silly, but one must understand that a Japanese person considers a job his lifeline. It is the reason he can afford a 40-year loan on his house when he is in his 20's. It is the reason he can make more than 50 grand after his 50's. It is also the reason he will become homeless and lose everything if he loses his job.
This attitude is changing, but being fired or even laid off is a lot like being cut off from the world. Other companies won't even look at you.
