And neither have proponents of Mexico's flagrantly anti-gringo immigration laws that lead to the poverty there of which they hypocritically complain. They haven't conceded defeat and their laws are detailed here:

What if we appealed them to the UN's Human Rights counsel in light of how they're about to file a complaint about our upcoming border wall there? That'd make Mexico's immigration hypocrisy sting globally. Then Mexico would HAVE to finally take on the robber barons in Mexico City who dominate its telco sector, monopolistically inflating prices. Mexico's new anti-monopoly law's impressive but the enforcers at CFC.gob.mx only have a $15 million annual budget nationwide. It's not enough given TelMex's and America Movil's market cap. Not to mention their strong ally Televisa's.

Zapatero (Spanish PM) absolutely adores Chavez and his little clone, Evo Morales, and practically fell all over himself fawning over them on the occasion of their visits to Spain. ZP is extremely anti-American (he was the one who refused to stand when the American flag passed by at a formal parade shortly after his election, although he stood for all other national flags) and extremely left wing, much more so than the average PSOE (Socialist party) member.

However, it appears that even he was unwilling to risk being stuck by Chavez with a multi-million dollar unpaid bill.
