Caught stealing red handed and only administrative leave? In the private sector she'd be fired on the spot.It's a union job. It will take years of documentation of that kind of misbehavior to dislodge her from the position.

It's a union job. It will take years of documentation of that kind of misbehavior to dislodge her from the position. Not too mention anything stolen under $500 is a perk.
I'm sure the union will send her to additional training.
