Residents in Western Maryland and on the Eastern Shore say there are many whites among them who will not vote for a black candidate, such as Lt. Gov. Michael S. Steele, who is running for the U.S. Senate.
"Here in rural parts of the state, race might be an issue. It shouldn't, but it might," Greg Slick, a physical education teacher at North Hagerstown High School, said at a recent Friday night varsity football game. "They are not openly going to say it."
Mr. Slick, 52, a registered Republican who is white, said he will vote for Mr. Steele. But he added that the World Knights of the Ku Klux Klan is not based in nearby Sharpsburg by accident, despite public outcry every summer over the group's annual rally at Antietam National Battlefield.
"Someone is drawing them here," he said.
David Marshall, 54, a white waterman from Crisfield on the Eastern Shore, said he is sure some of the people he works with will vote against Mr. Steele because of his skin color.
However, he said he and his friends will vote for Mr. Steele, regardless of his race.

I lived on 28th Avenue and went to "Sandy Mount Elementary" Later went to Benjamin Stoddard JHS. I'm guessing both have been renamed to something more 'ethnic'.
I have been back to the area several times visiting NMIC on Suitland Road. My counterparts there tell me that I should not drive by where I used to live, especially after dark.

The value at which the county assesses your house may rise without limit. The tax rate may rise, too (although in some counties, how much they may rise is limited by law).
But if someone's house was valued by the state at $100,000 in the last cycle, and valued at $200,000 in the next three-year cycle, the tax rate can only be applied to the $100,000 + 10%.
On my own tax bill in Anne Arundel County, my house has more than doubled in value in the last five years. The county's nominal tax assessment is more than double. However, on my tax bill, I can see that the county credits back to me that portion of my taxes that would exceed what is legally permitted.
I'm paying about 15% more in property taxes than I did when I built the house in 2001, but I'm certainly not paying anywhere near as much more as the increased value of my house.
If your county has permitted its real property tax rate to increase dramatically, again, you need to talk to your local elected officials. Several counties have rules that limit just how much the tax rate can be. It's a pity if yours isn't one of them.
In any event, greater restrictions on development would drive prices higher on whatever development was still permitted, resulting in even higher assessments.
In my part of Anne Arundel County, our houses have more than doubled in price in five years even with restricted development rules.
Not even politicians can change the law of supply and demand. You have a very pretty, attractive, desirable rural region within spitting distance of a major metropolitan area that is still experiencing sharp growth. The demand for upscale housing in your region won't go away because you restrict development. As I pointed out already, it would only drive prices higher.

I stand corrected. Calvert county doesn't look so reddest any more compared to Carroll, Caroline, Hartford and Garrett counties.

Actually, in 2002, only these jurisdictions had lower percentages for Mr. Ehrlich:
Baltimore City
Charles County
Howard County
Montgomery County
Prince George's County
Baltimore County tied Calvert with 61% for Mr. Ehrlich.

On the bright side, housing is tanking here.
The zillions of "New Homes For Sale" signs that used to litter the landscape are being replaced by "Having trouble? We'll buy any house!" signs and public auction of real property notices.
Gas prices really hurt the commuters.
The 'low cost of living' that brought them here was jacked up to meet the new "median income" and it bit them in the ass too.
My taxes, living expenses, property values and utilities may have gone up but so did theirs....and I don't have to drive a hundred miles one way to get to work.
Our shop is right behind the house.

And BTW, the co. commissioners have promised to "correct" the admitted property value "errors" of this year, *next* year.

All I have to state to various voters who will not vote for Steele for U.S. Senate because he is African American: "GET OVER YOURSELVES AND VOTE ON THE ISSUES!"
Think property taxes...and imagine your's (and everyone else's) sky-rocketing under an O'Malley admin.

It really demonstrates something that most folks miss:
Maryland is NOT an extreme liberal state.
Maryland has 23 counties and one independent city. Of these 24 jurisdictions, precisely THREE voted Democrat in the last gubernatorial election.
Unfortunately, these three stinking cesspools of liberal immorality voted very heavily for the Democrat candidate, and these are three of the largest jurisdictions in the state (Montgomery and Prince George's are first and second respectively - off the top of my head, I'm not sure if any of the nearby counties - Howard, Anne Arundel, or Baltimore, have surpassed Baltimore City's population - but the city is still one of the largest jurisdictions).
As well, even though 21 jurisdictions often vote Republican, the state still suffers from a 2-1 registration advantage for the Party of Satan. There are a lot of conservative Democrats who won't vote for the likes of Al Gore or John Kerry, or Kathleen Kennedy Townsend, but who still vote for the local Democrat in the state legislature.
They're not voting for him because they think he's an abortion-loving, gun-hating appeasement Democrat, but because, well, he's always been the local delegate or state senator, or his daddy was, or his daddy's daddy, and, well, they wuz all Democrats, so what's the big deal? After all, our local delegate is pro-life, he's pro-guns, etc.
I can't tell you how many times I've heard that lame argument.
Because this is how our politics are shaped, the state legislature is about 70% Democrat. And liberals control the Democrat delegations in both houses.
Thus, the liberal wing of the Democrat party's control of the state far exceeds the popularity of its agenda.

One of the first things Mr. Ehrlich did when he came into office was to raise the Maryland state property tax rate. It's subsequently been lowered, but it's still higher than when Mr. Glendening was governor.
Conversely, if Mr. O'Malley wins, he and the state legislature have no legal power to raise my county property taxes - and that's what comprises over 90% of my property tax bill.

I don't know how much of a problem this will be, but it is not zero.

i live in frederick, which has kind of been tarred as being racist in the past. if they don't like steele i ain't been seeing any cardin signs out here.
been kinda quiet and steele appears to be running behind - hope that may change with a media offensive in the next few weeks.
