Documents CMPC-2004-003978.pdf and CMPC-2004-002191.pdf contains memos dated from 1999 to 2001 that talk about projects sponsored by the Iraqi Atomic Nuclear Agency to rebuild some of their nuclear facilities and equipments. All the projects were dated after the UN weapons inspectors left Iraq in December 1998. These facilities and equipments were part of Iraq clandestine nuclear weapon program before the 1991 Gulf War and they were destroyed by the bombing and some were dismantled by the UN weapon inspector. Rebuilding these nuclear facilities and equipments was totally prohibited per the UN sanctions. The facilities include rebuilding Iraq Radioactive Waste Treatment Station (RWTS) that was destroyed by bombing during operation Desert Storm in 1991. Another project was to rebuild the RadioChemistry laboratories. According to the International Atomic Energy Agency (IAEA) the RWTS and the RadioChemistry Laboratories were part of Iraq clandestine nuclear program (http://www.iraqwatch.org/un/IAEA/s-1997-779-att-3.htm, see section 3.4 of the link). Document CMCP-2004-003978 there is a project by the Iraq Atomic Agency to fix Furnaces from the Dicosa brand. Nuclear facilities require very specialized furnaces and this type of furnaces is prohibited according to the UN (http://www.iraqwatch.org/un/IAEA/s-1995-215.htm, see point 57 and 58).

We confirm that our letter numbered 5000/1311 on 13/7/2002 regarding the allocation of required funds to rehabilitate the administration annex of the Radio-Chemistry Laboratories including the shaded roofs and according to the prepared design and descriptions and at a cost of 34 million Dinars.
Until now this work did not start despite the allocation of funds two months ago in addition to the unaccomplished detailed design for the Radio-Chemistry Project.
We would like to point to paragraph (3) from our letter above where the plan to complete the rehabilitation of the administration annex and detailed design for the Radio-Chemistry project before the end of the year 2002 and according to this year investment plan for the Chemistry Department.
We hope to receive the schedule to accomplish the work with the possible speed and not to exceed the end of the year 2002.

Does anyone actually believe that if there had been no invasion of Iraq and Saddam were still in power, that he would NOT have a full-bore nuclear bomb program right now to compete with that of Iran?
And of course this Iraqi nuclear program would be called by Democrats "yet another Bush administration failure."

Exactly. Saddam was absolutely paranoid with Iran attacking them with Chemical weapons or nuclear weapons so Saddam would not possibly just take a defensive position in this case without being able to hit back with WMD. It was the Chemical Weapons used by Iraq against Iran that made them able to stand against the Iranians and saved Saddam regime during the Iran-Iraq war from 1980 to 1988.
