I think so too. That head is too big on the S. Korean's body. It looks like it's ready to bobble like a doll.

Yep, that is certainly photoshopped. Why would the SK president be wearing the same exact uniform as the NK soldier?

Yes. It was a rush job. The DPRK soldier was actually photographed less than 12 hours ago on the Chinese border, with a very arrogant attitude about the nuke test. He and his comrade proceeded to flip off the photographer on the Chinese side of the border.
That head needed to be photoshopped a little smaller.
