Any responses from people who said Chaffee would stop blocking Bolton. (And don't say anything about the election- if not a single Democrat was blocking Bolton, there was no way it could be used as a campaign issue)

Recess him to three positions. That way he gets a raise.

In order for Bolton to be paid, however, he would also have to be appointed to a different position while his formal title would have to be changed.
"Acting" should do the trick. Clinton did that with Bill Lann Lee making him 'Acting Attorney General-Civil Right Division'
