As I understand it, 16 is the legal age of consent (though obviously it shouldnt be. 18 would be better)

Yup, the age thing is the kicker. Any arguements comparing Clinton's escapades with Foley's is not compairing apples to apples.

Maybe its just me but I also have not heard that Foley actually had sex with the Page.

16 may be the legal age. In 1983 a Democrat Congressman had sex with a 17 year old male page and Continued to serve. He maintained it was sex between two consenting adults.

True enough, however, one can argue that Monica exhibited the emotional maturity and judgement of a 16 year old. Moreover, although Foley was an influential and powerful congresscritter his realm pales significantly when compared to the most powerful man in the world, i.e. Clinton at the time of Monicagate.
