As a Conservative, I see this as a cheap way to try to dodge responsibility.

This seems to be the script lately. Wait until the cover is ripped off and all the sordid details are revealed, then check into rehab. "I strongly believe I'm an alcoholic...". Yeah, don't blame me. Have pity. I'm sick. Wine is a mocker.
I have a friend who used to be a chaplain at a juvenile detention facility. He was stunned that a lot of the kids' concept of right and wrong was that something was wrong if they got caught. Seems that Foley (among others) is ethically-challenged in the same way.
