This Travel Warning provides security information and alerts American citizens traveling to or living in the northern and eastern areas of Sri Lanka of the heightened potential for terrorist actions, including attacks against civilians. This situation is likely to continue for some time. Over the last several months, acts of terrorism including bombings and political assassinations have occurred in Sri Lanka. The Liberation Tigers of Tamil Elam (LTTE) and Sri Lankan military forces have clashed on several occasions, and this fighting has escalated in recent weeks. While most of the country remains largely unaffected, the Department warns Americans against traveling to areas in the North and East of the country given the dangers caused by the ongoing fighting between LTTE, other armed groups, and Sri Lankan military forces. This Travel Warning expires on April 19, 2007.
The Department of State alerts American citizens to the dangers posed by recent acts of terrorism throughout Sri Lanka, and warns against travel to the most seriously affected regions. Although there is no specific indication that American citizens or institutions are targets, there is a general risk of American citizens being victims of violence simply by being at the wrong place at the wrong time. Politically motivated assassinations have taken place throughout Sri Lanka, including several in the Colombo area. In many cases, these assassinations involve the use of fragmentation bombs. American citizens in Sri Lanka should be aware of their personal surroundings and follow good security practices. Americans should avoid large crowds or public gatherings and should particularly stay away from political rallies and military bases in Sri Lanka.
The areas in the North and East are of special concern. These areas are defined as the regions north of a line following the highway from Puttalam through Anuradhapura to Trincomalee, and east down to Batticaloa. The Department of State warns U.S. citizens that travel to these areas and into any LTTE-controlled territory may pose severe hazards. U.S. government personnel are generally prohibited from traveling in these areas, and American citizens residing in these areas should depart immediately as their safety cannot be effectively guaranteed. We have no indication at this time of a threat to tourist areas in the Cultural Triangle, including territory around Anaradhapura and Polonnoruwa.
In areas outside of the North and East, Sri Lankan nationals have been the targets of assassinations and bombings. On October 18, the LTTE targeted a Sri Lankan naval facility in Galle, on the southwest coast. Foreign tourists were not the objects of this attack and none were injured. Americans should comply with all instructions from security forces and police when traveling in Sri Lanka.
American citizens, including those of Sri Lankan origin, living in Sri Lanka or traveling there for even a few days are strongly urged to register with the Embassy. Registration will allow the embassy to provide direct information on the security situation as necessary. Registration is done on-line and can be done in advance of travel at https://travelregistration.state.gov/ibrs/. ARTICLE SNIPPET: "LOS ANGELES (Reuters) - Two Egyptian nationals who pleaded guilty to enslaving a 10-year-old Egyptian girl at their Southern California home, making her work long hours serving their family of seven, were sentenced on Monday to prison terms.
Abdel Nasser Youssef Ibrahim, 57, was sentenced to three years in federal prison and his former wife, Amal Ahmed Ewisabd Motelib, 43, was given 22 months behind bars by a federal judge. Prosecutors said the pair will be deported after serving their sentences.
U.S. District Judge James Selna also ordered the defendants to pay their victim more than $76,000 in restitution, which represents the money the girl should have been paid during the two years she worked for their family."

Alleged explosive device found near US Embassy
The Baruta Municipality Police Corps Monday found two alleged explosive devices near the US Embassy in Valle Arriba, southeast Caracas.
One of the presumed bombs was found in a box containing leaflets making reference to Lebanese radical Islamic group Hezbollah.
"One person was arrested by the Baruta Police and we are waiting for their report and information from the (political police) Disip," a spokesman of the US Embassy told AFP.
Local TV news network Globovisión reported that one of the devices was in a flowerpot near the Embassy, while the other was outside a school, near the diplomatic premises.

The man declared that "the devices were set to explode in 15 minutes. At first, we thought he was crazy, but we concluded he is not because of the features of both devices and the contents in the backpack," Porras said.

In this Iraqi document ISGQ 2004-00224003 dated February 7 2001, there was a discussion in upper echelon of the Iraqi intelligence about mass graves in Southern Iraq and how to shift the blame to the Coalition forces and make it look like these mass graves are the results of massacres committed by the Coalition forces back in 1991 during Desert Storm Operation. What is also very interesting about this document is that it mentions how to give the priority of covering the story to CNN so it will have an effect on the international arena as the document says (Highlighted in bold letters in the body of the translation). There is no doubt that the enemies of the US view CNN as a friendly news outlet for them, and this come in the latest CNN despicable act of showing the terrorist video of a US soldier killed by a terrorist sniper.

In what is so far the most important evidence of Saddam personal involvement in re-building Iraq nuclear program , document CMPC-2003-012331.pdf dated January 2001 indicates that during a meeting between Saddam and the Staff of the Iraqi Atomic Energy Organization Saddam was asked by the Organization Staff to give his permission for re-using the infamous Degussa Vacuum furnaces that were used in the previous and prohibited Iraq nuclear program. These furnaces can be used to melt uranium and other nuclear related activities.
The Degussa Vacuum furnaces were supplied to Iraq in the 1980s by a German firm (Degussa AG based in Frankfurt Germany) and these furnaces later on became the subject of investigations of the German firm in the early 1990s where the company claimed that they did not know that Iraq would have used them in its nuclear program. The New York Times had an article in 1998 titled An Iraqi Defector Warns of Iraq's Nuclear Weapons Research where the Degussa furnaces were mentioned as part of previous Iraq nuclear program and the controversy surrounding the sale of these furnaces and the investigations later on(link: http://www-personal.umich.edu/~sanders/214/other/news/iraqi_defector.html ). The irony is that this is not only a New York Times article but also it was written by JUDITH MILLER and JAMES RISEN once of the worst accusers (liars) that the Bush administration lied about Iraq WMD.
Also the Degussa furnaces supplied to Iraq were mentioned in articles written by David Albright (An American nuclear scientist) explaining how the Degussa furnaces were used in the previous Iraqi nuclear program. Mr. Albright wrote the article to Bulletin of Atomic Scientists back in 1992-1993 and you find the links about these articles ( http://www.thebulletin.org/article.php?art_ofn=apr92albright , http://www.thebulletin.org/article.php?art_ofn=dec93albrighta> ).
Again this document carries a lot of importance since it proves without any doubt that Saddam was directly involved with his nuclear scientists to re-build their nuclear program. President Bush in a speech dated October 7 2002 mentioned that Saddam has held numerous meetings with his nuclear Scientists and this quote from President Bush speech: The evidence indicates that Iraq is reconstituting its nuclear weapons program. "The broader Middle East is the source of most of the world's security problems," said Zalmay Khalilzad, the U.S. ambassador to Iraq. "The struggle for the future of the region is between moderate and extremist political forces. The outcome in Iraq will profoundly shape this wider struggle and in turn, the security of the world."
The extremists, including Al Qaeda, Iran and Syria, fear Iraq's success and want to undermine U.S. resolve. They have everything to gain by prolonging the conflict, killing people, and "creating the perception that Iraq cannot be stabilized," Khalilzad said.
He called the war "the defining challenge of our era."
America's enemies believe that their will is stronger than ours and that they can win by outlasting us, Khalilzad said. And he said the violence that Americans see headlined on TV and in newspapers are the work of those enemies.
Khalilzad accused Iran and Syria of supporting the groups involved in Iraq's growing sectarian strife."
