No. There is almost as much kowtowing to Europe as in the East (though some at least recognize Asia is the one to watch--as a rival). The only people who would look up to Mexican culture would be Mexicans, and only around 35% percent of the state is Latino-descent, and many of them understand Mexico's many flaws.
