Clinton actually spoke before an audience recently and said that rather than all this focus on abstenence, blah blah, he is recommending all African men get circumcized.

He was mixed up and most likely thinking he was in some inner city talking to welfare recipients about how to keep their numbers up to vote for their masters the Democrats.

Actually circumscision is the most effective means of preventing the transmission of the virus - he may be the worlds biggest clown but on that point he is correct.
