LOL... but he really wanted them to GUARANTEE it with their careers/jobs... which he knew they wouldn't do. The guy is a perfect, human parasite... who understood the shortcomings of professional bureaucrats.
He also mentions the the FBI and CIA wouldn't guarantee, even though he knew His Wall kept them from sharing information.
