Yes political. While Clinton was Commander In Chief there were numerous times to capture Bin Laden. He and his administration chose not to due to extremely difficult domestic political circumstances IE: Lewinsky, lying under oath ... impeachment. He and his administration were all consumed with protecting his presidency, not protecting the American people from the likes of Bin Laden.

I do recall one occasion when someone asked him a question he didn't like and his face turned red and he stalked back into the White House. I don't remember the questioner or the circumstances, but this was the real Bill Clinton that we know and love.
Of course he's mad about that movie. Americans love sight and sound bytes that wrap things up neatly. That movie, move than anything, wrapped up the Clinton presidency when those two FBI types were in the limousine watching Clinton lying to us as he pointed his finger at us idiots out here in la-la land and swore he never "had sex with that woman, Ms. Lewinsky". We already know he lied to us but in context with that movie....wow, it effectively summed it up.
The Clintons are experts at sound and sight bytes. That one, him lying to the nation and those FBI guys mentioning how pathetic he was. That was the KILLER in that ABC movie, I knew it just as soon as I saw it. It was a killer sound and sight byte and it is, I suggest softly, the scene that Americans consider a proper summation of the Clinton presidency.
And I bet, now that you mentioned it, that the polls are showing just as you suggest...that Clinton was too wrapped up with Monica and his own uncontrollable sexual urges to be paying attention. Now narcissistic Clinton is trying to change history.
Hey, the man damn near got away with it although, go on, it wouldn't last forever. But he rigged up that 9-11 commission, got Berger to steal documents, probably something with Clinton's own handwriting in the margin or something, he even managed to pass a lot of the blame on Bush.
Abe Lincoln said..."you can fool some of the people all of the time, you can fool all of the people some of the time, but you can't fool ALL of the people ALL of the time". This is a classic case in point.
