He always fell back on his Arab "brethen" to unite and destroy America. It's no surprise they will kill each other just as easily but they are united against us and share the same ruthless bloodthirst and fascism.
So, aside from this being a rather transparent way for a secular government to gain support by whipping up the emotions of it's more religious citizens, what's the big deal? All this shows is that Saddam's government was willing to exploit it's people by pushing their buttons. That's not exactly news.

So it is OK for Saddam secular regime as you are calling him, to endorse hundreds of sheikhs and scholars to issue a FATWA for JIHAD against the US but still convince yourself that Saddam was secular!

One has to be either niave or just obscenely biased to not believe that an organization as large, pervasive and well funded as Al-Qaida existed in the mideast without at least the tacit approval of the leaders of Iraq, Iran, Syria etc.

Exactly correct. Also it is impossible for AL Qaeda to establish such strong presence in Iraq after the US invasion. Al Qaeda could not have possibly established this huge network in Iraq if they were not allowed to do so by Saddam long before the war started.
