I expect you're right - the speech was likely written before Bush stepped up to the podium. If the President were to claim the sky was blue, Democrats would say he was lying; it's really white or gray, and polluted besides, and this is just a ploy to distract the American people from his Administrations' failed policies and incompetence and why didn't we consult our allies and .... blah...blah....blah....
It is common practice in DC to hand out copies of speeches to congress before a speech is given. These copies are pretty accurate unless there are last minute changes.
That is why we now get responses within seconds, sometimes before a speech is actually given.
More like one of his aides fed the key phrases (i.e. "rubberstamp Republican Congress") into one of those speech generator applications before Bush gave the speech.
Once again I have to wonder if his mother ever thought the wrong son took a tour of Viet Nam.
Several sentences in this piece are beyond Dean's vocabulary. Ditto Ted Neckbrace written statements.
I do not see one sign of intelligent life in that response.
