Nonsense. We would have attacked Saudi Arabia if that were true. Obviously, it was the Iraqis who did this.

Osama made sure that Saudis were picked for the attack. AlQaida was big enough it could have manned the operation from any one of about 50 different countries.

Since Osama's primary enemy is the Saudi royal family it may safely be presumed he thought the United States would be distracted by this fact (19 out of 20) and attack Saudi thereby accomplishing part of his ultimate ambition.
