Since Osama's primary enemy is the Saudi royal family it may safely be presumed he thought the United States would be distracted by this fact (19 out of 20) and attack Saudi thereby accomplishing part of his ultimate ambition.

Of course, if Osama had issued the orders, both Saddam and ayatollahs would provide volunteers. After all Saddam and ayatollahs are secret Wahabi agents. Same with Syria and North Korea. Makes perfect sense.
