I think that a less controversial way of looking at this is: The cost of Medicare will be subsidized by the government for people with low incomes. If you look at it that way, there's no issue. If you reverse the context then it sounds more like a "tax the rich" scheme.

I'm not a big fan of government subsidies but if you believe that Medicare should exist at all, then this change is probably a good thing. If you feel that this change is going to unfairly penalize the rich, then why not abolish Medicare completely?

What is the difference in the 'government' subsidizing the LIEs (low income earners) and the high income earners who won't be eligible for the benefit under means testing? They are actually one in the same. Go take a look at what income groups pay the lion's share of taxes and you'll see the LIEs HARDLY even dent their fair share of taxes due.
