If they've got proper floor drains installed, all they have to do is hose the place down with a firehose, and both clean things up, and prep the perps for the next interrogation.

You're assuming that the Iraqi's have the tax base and the public support to treat their criminals humanely. Most middle eastern countries do not.
Their religion demands harsh treatment (including beheading) for criminals. Have you not read about the death sentences for changing religions from Islam? Or honor killings? Or the 27 executions they just had at that prison?
We did not go to Iraq to make it a middle eastern America. We went to enforce UN mandated sanctions. The Iraqi's will govern how they wish to.

Quite - all the indications are that the terrorists are rioting by purposefully making the place a pigsty and by yelling a lot, and the guards have responded by not giving a damn about maintenance and limiting their diet. A typical tug of war, and guess who eventually wins?

The prisoners are having a "throw poop and yell" riot. The guards respond by staying out, reducing the rations, and not fixing the AC. They aren't torturing anybody, they are watching TV in the ACed common rooms with the volume up loud, ignoring the prisoners. A typical non-western prison scene.
