You can presume that pretty much every element of a news story is coming from someone's assertion to a reporter. When you single out something and put quotes around it, you're calling attention to it and essentially saying that its potentially suspect. For example, "Congressman Smith and his 'wife' attended a gala last evening."
No, quotation marks means it doesn't really mean what the word usually means.

If Western journalists are giving away info they shouldn't then I have no problem with the Iraqi government treating them as an enemy of the state.

As Jennings and Wallace have told us, they are reporters first and Americans second. In the end, if they knew of an impending ambush on American troops, they'd keep quiet and report the casualties.
I find that to be a part of the problem as they do NOT hold such secrets regarding our own bases, troops, and prisons.
We've tried to bring up charges that potential terrorists were aware of the 9-11 plot and didn't alert authorities.

CNN has admitted they knew of abuse, torture, and murder under Saddam but they kept quiet in order to maintain their Baghdada bureau.
After Saddam's trial, could they also be found to be knowing accomplices?
The United States is such a joke now. We don't know how to fight a war and have yet to kill one of the barbarians we have in custody. George Washington is rolling around in his grave.
That is a start and probably would be a good daily goal.
