The source and amount of HUM's military funding are unknown. The organization may recieve an unknown amount of monetary support from Pakistan. It is a member of the United Jihad Council [Muttahida Jihad Council - MJC] set up in 1994 by Pakistan's Inter Services Intelligence agency. Among the other member organizations: Hizb-ul-Mujahideen, Jamiat-ul-Mujahideen, Al-Jihad, Al-Barq, Ikhwan-ul-Mussalmin, Tariq-ul-Mujahideen.The MJC chairman Syed Salahuddin went to Saudi late last winter http://www.dailytimes.com.pk/default.asp?page=2006\01\04\story_4-1-2006_pg7_53 and to meet with Syed Ali Shah Geelani, chairman of All Parties Hurriyat Conference (APHC) faction, who's now apparently living in Saudi. Supposedly, they discussed "track-II diplomacy", the composite dialogue process and APHCs reunification. (Track-ll diplomacy involves Track II diplomacy involves actors representing non-governmental organizations engaged in activity at the grassroots level and back channel measures. Track II diplomacy is important in maintaining support at the local level for negotiated agreements and terms to a peace settlement. APHC's an alliance of secessionist parties and leaders, as a political front to further the cause of Kashmiri separatism) I'm not sure which "track" involved strapping a bomb on your chest to blow up schoolkids.
